The metropolis of New Meiji is 310 square miles with a population of 32,213,000. Though predominantly Japanese, there is a rising Korean population as well as residents from China and other parts of Asia. Westerners have a presence too, though don’t make quite as big an impact.

New Meiji is divided up into 28 districts, with the high class districts near the center—also where the governmental and capitol seat lies, and also somewhat on the outskirts and the suburbs. However, going out from the city seat and surrounding it is a network of lower class dwellings and slums, tucked inside the greater New Meiji area and more or less cut off from the outside. To get across this great metropolis, utilizing the extensive train/subway system is advisable, though buses also traverse the city as well as cabs. Though some of the poorest areas do technically have subway stations, the subway rarely stops at them.

The high class areas are known as the upper districts. The biggest feature lies at the government seat, a shopping strip simply known as the Golden Week Road, where the best fashion, theater, and entertainment is provided. The poorer areas are the lower districts, the worst areas are a cluster known as the back streets which even the police fear to go.

Though the New Meiji PD ostensibly maintains law and order, there is still plenty of crime. There are 12 important syndicates of greater or lesser influence and impact, and various small gangs, though there is much evidence that these gangs are slowly being absorbed into one syndicate or another.
